Planning and Follow-up Department
And it shall assume the powers assigned to it according to Cabinet Resolution No. (101) for the year 2012 AD referred to, through the following sections:
First: The Planning Department, which consists of the following units:
1. Studies and Projects Unit, which specializes in:
Preparing a proposal for plans and programs related to the sector to keep pace with economic and technical developments locally and internationally.
Propose new projects, provide assistance in evaluating existing ones, and propose actions taken in their regard in coordination with the relevant authorities.
Participate in the preparation of specifications, standards, and technical conditions for projects implemented by the sector in a manner that leads to optimal use of them.
Participate in proposing plans and programs related to training and qualifying workers in the sector and its affiliated bodies and agencies in coordination and cooperation with the competent authority.
Follow up the necessary plans and programs to benefit from the results of scientific research related to the development and improvement of agricultural, animal and marine production in coordination with research centers and relevant authorities.
Study obstacles and problems that negatively affect the implementation of sector programs and plans and propose appropriate solutions.
Participate in preparing the transition budget proposal (Chapter Three) for the sector in cooperation with the relevant authorities.
Submit periodic reports on the unit’s work progress.
2. The Budget Unit is specialized in the following: –
Preparing the transformation budget proposal (Chapter Three) for the sector in cooperation with the relevant authorities.
To suggest the necessary financial amounts to cover the expenses of the projects contracted for implementation in the general budget in coordination with the relevant authorities.
Preparing requests for financial delegations related to the transfer budget in coordination with the agencies affiliated with the Ministry and reviewing their data for transmission to the competent authorities.
To coordinate with the Ministry of Human Resources Development in the Ministry in developing the annual training plan and defining its financial needs.
Preparing periodic reports on the transfer budget, reviewing them, and collecting their data in coordination with the relevant authorities.
Participating in preparing the authorization departments, reviewing their data, and studying the monthly reports to implement the budget of Chapter Three in coordination with all agencies affiliated with the sector.
Submit periodic reports on the unit’s work progress.
Second: The Follow-up Department, which consists of the following units:
1. The unit for following up devices, bodies, departments, centers and projects, and it is concerned with the following:
Participate in preparing a proposal for development plans and programs related to the sector, bodies, projects and centers affiliated to the sector, following up their implementation and preparing periodic reports on them.
Review and prepare technical reports related to the activities of agencies, bodies, projects and centers according to what is received from them, verify their data, make technical notes and fulfill them.
Follow up the achievement of the Ministry’s productive and service targets, the Ministry’s productive and service targets, follow up on its reaching the target, study obstacles that hinder access to the goals, and try to find solutions to any problems or obstacles hindering access to these targets.
Follow-up the minutes of meetings of bodies, agencies, centers and projects according to what is received from these bodies, make notes thereon, and present what is required of the presentation thereof.
Participate in preparing periodic reports on the functioning of the ministry and preparing responses to the audit office’s observations regarding the activities of agencies, bodies, centers and projects.
Follow up the decisions of the Minister / Minister related to organs, bodies, centers and projects, and prepare periodic reports on the progress of implementing these decisions.
Carry out periodic field visits or whenever necessary to follow up the work progress of the organs, bodies, centers and projects in order to identify. Problems and difficulties facing the workflow and propose appropriate solutions to them.
To coordinate with the Ministry of International Cooperation in the Ministry regarding the evaluation of the agreements signed between the Ministry and international organizations and centers in order to achieve maximum benefit from Libya’s contribution to it.
Participation in following up on the commitment to implement the technical conditions for projects implemented by devices, bodies, centers, and projects and preparing technical reports on them.
Preparing periodic reports about the unit’s work progress.
2. The unit of follow-up of agricultural activity in the regions, with the following competencies:
Preparing a proposal for development plans and programs related to agricultural activity in the regions in coordination with the agricultural officials in the regions and according to the capabilities and resources available in them, linking to the reality of the available resources and linking the regions in a way that leads to achieving the goals.
Follow-up activities of the sector in the regions and the extent to which they reach the targets, prepare periodic reports and perform periodic field visits, or whenever necessary or needed.
Study technical reports on the level of agriculture in the regions, whether those that include proposed programs or periodic activities, and overcome the difficulties and problems that impede the progress of work with them.
Follow-up to the Ministry’s productive and service targets in the regions and prepare periodic reports thereon.
Follow-up the minutes of meetings of agricultural officials in the regions and activate the follow-up to the planning and follow-up offices in the regions, leading to the performance of the tasks assigned to them.
Participating with the Agricultural, Animal and Marine Investment Department in defining, evaluating and studying any agricultural investment field in the regions and dealing with data and information related to investment topics in a manner that leads to their effectiveness.
Submit periodic reports on the unit’s work progress.
3. The Budget Follow-up Unit, which specializes in:
Follow-up aspects of the general budget of the Ministry.
Preparing periodic reports on the implementation of the budget in its chapters.
Carry out periodic field visits or whenever necessary to view the documents, as well as to spend the budget and its aspects, and to indicate the deficiencies, if any, in its implementation.
Submit periodic reports on the unit’s work progress.
Third: The Department of Statistics and Data, with the following competencies:
Compilation and classification of data related to the targets of projects, devices and regions and determining the position
